Illegal SPAM SMS's

I am continuously receiving the same spam SMS's from Vodacom. I have sent the opt out messages about 3 times now, each time receiving a confirmation message to say my details have been removed from the system, only to receive the same spam a few days later.
This is highly annoying, and as far as I know, illegal.
