IPhone 4s Screen problem

I received my Iphone 4s on contract from cell c direct in december 2012. The phone was delivered to me in Qwa Qwa Free State. On 5th March woke up to find the screen jumping and rolling up from the bottom sort of like an old tv set with vertical lock problems. I can make and recieve calls. I immediatley reported the problem to cell c customer care on 140. I was put through to repair department and told to take the phone to nearest cell c store for assesment.
1. There is no cell c store near me.
2. I remember the sales conversation on both my iphone contracts with cell c the agent said if there is any problem with the phone within the first year cell c will have the phone collected and replaced if necassary.

Why am inow told to take the phone in for assesment.?
What do i do for the 15 to 21 days i was told it would take to do assesment and repair?
Why was i told the phone would be replaced?
