Telkom Line on top of my roof

I called telkom for 10 times requesting them to come move the line on top of my roof going to neighbour, they gave me 2 reference numbers and yet no one came, they keep on saying someone came yet the line is still on my roof., it makes noise when its windy at night.

Telkom i'm begging you please come move your line, be productive!!!

when i call today they can't find any of them in their system.
