Billing for BIS on an Iphone contract

After upgrading from a Blackberry contract to an Iphone contract I realised only after 7 months that I was still billed for BIS. Upon phoning the accounts department, I was told that I was suppose to disconnect it myself, something that would have happened if the retail outlet (Tygervalley Vodacom store) where I did my upgrade had informed me/reminded me to do so. If it is stipulated in some fine print somewhere, it is clearly not done so for the purposes of the customers to see it. This gives me the impression that it is left out on purpose in order to collect the R59/month from unsuspecting, paying, loyal customers. I have posted this on facebook and was astounded at the amount of people responding saying that the same thing has happened and is happening to them. Who is to blame here: Vodacom or Blackberry? And if Blackberry, should Vodacom not be looking after the interest of their clients? Some of my friends with MTN contracts are experiencing the exact same thing. Are these service providers happy that their customers are defrauded for a service they are not receiving anymore?
