3 failed attempts to repair phone

My Samsung galaxy s2 has been to mtn repair center 3 times to be repaired without success. I got the phone back today and the problem has not been repaired. The response from the repair centre was to book it in for repairs. The repairs have always taken 2 to 3 weeks and they do not give another phone while mine is in for the so called repairs. How many times does it take mtn to repair a problem or is the problem a lack of qualified thechnicians and they wont accept how incompetant they are.
