Incorrect Debit Order now refusing to refunds

I have a cellphone contract with Cell C. I called them to update my banking details for them to deduct monthly subscriptions. I was advise it was late for them to send request to the bank, therefore i would have to make a manual payment which I did. To my suprise on the 26th January they debited my new account. I have contact call centre spoke with Sandy, Rueth (Johannesburg offices) Shallot, Mla and Kandy Gumbi at KZN branch. None of these consultants and team leaders have been able to resolve my query. They all passing the buck. It is more than 2 weeks for a simple refund.
