Afrihost full charge for half the service

I've called Afrihost in Dec '13 to upgrade my account from 2-4Mbps because they don't have a bundled upgrade on their portal and didn't want to repeat the incident when I moved to Afrihost that they charge me for the line and data separately.

They've only upgraded my data. Got a full pro-rata charge althou I was still connected with a 2Mbps line. For Jan '14 I was charged R797. Only late in Jan they've upgraded my line to 4Mbps. I got charged an amount again. Various email to them to investigate and resolve the matter, still no luck. no they completely ignore me.

Not a great service for a fault on their side, thats why I call in the first place and even send an email on their request for a bundled upgrade so that there won't be any issues. Why would any person upgrade the data but leave the line speed slower?
