Afrikaans when i dial 173

I have a data contract with MTN, i have issues with the billing, i cant make a call to 808 on my ipad, when i try my husband's prepaid phone to call 808, i have only 2 options to hang up and call 173 or report a lost phone.

i dialed 173 and, only afrikaans is the medium of communication, i dont understand the language. all i want to do it lodge a complaint about data content i want to know who subscribed me with these who took 7, 99 everyday the past 4 months
