Network still dropping calls

The ongoing saga of my incoming and outgoing calls being dropped resulting in me having to re-dial the caller. we looged an original complaint some weeks ago. MTN phoned to say that we must try the SIM in a different phone. We did this with no remedy. there is a glaring silence after that with no follow up. WHO is going going to pay for the number of redials that we have to make???
