Reversing of illegal sim card swop

On the 17th January we received a sms asking if we requested a sim swop. We contacted Vodacom customer care where a very rude gentleman scalded me for only replying to the sms so late. I had to fax the following documentation the next morning: last 5 number dialled, copy of ID and affidavit. On the Sunday we received a sms to say that the sim swop has been reversed. It is now the 27 of January and after numerous phone calls to customer care - still no joy. The last time I tried at a shop it said that the sim is blocked and no swop can take place. Tried to call the and risk department. They supposed to come back to me. No joy. We cannot phone and obviously lost all the airtime as it is a prepaid. I am pulling my hair out as I have to pay for a sim swop eventually and it is not my fault. Number registered to my ID is 0790715657. Vodacom customer care has appalling bad service. Out of ten I would give it a 0.
