Cut my cell phone for no reason

Although my monthly limit for spending on my contract is R1 500, Cell C decided to cut my cell phone after the current spending reached R1 200 despite of the fact that all invoices were paid as per debit order. They requested an immediate payment of R650 before they would open my line again although NO Bill for this was even available.
