Continuous debits after contract was cancelled

I have cancelled a contract in August 2013 and I am contiuously still being debited. I have been trying to get my refund since 2013 and still get debited monthy. I have not once recveived any feedback on numerous calls made even after going into a Cell C branch on 2 occations.
Every call made to Cell C a promise is made that I will receive feedback withing 24-48 hours and not one response has received to date.
I then get a call to say that I owe Cell C money and that they want to hand me over and list me on ITC (all while they actually owe me money).
Should this not be resolved shortly, I will be opening a case of and again Cell C.
