Telkom charge for a service I no longer receive

In November 2012 I applied for a telephone connection to be moved within the Bryanston area. In December 2012 I was informed by Telkom that there were no lines in the area and they would inform me when one was available. When nothing was forthcoming I advised Telkom to cancel the service and I contracted with a Mobile Operator for Data nad telephony services.
I have now had numerous telephone discussions with the Telkom Call Centre about the cancellation of the service with no result. My latest statement (12 Dec 2013 to 11 Jan 2014) reflects rental for the line and ADSL connection which I have not had for over 12 months.
I speak to two different people every time I call, one in Accounts to arrange for a credit and another in Technical to request cancellation of the service. The waiting time for both calls is never under 30 minutes.
In August I was informed by a Supervisor, Millicent, that the matter had been resolved yet I am still being billed.
My latest calls to the Call Centre were on the 4th December 2013 and again on the 3rd January 2014.
How do I resolve this??
