Hard Locked line after quering Billing issue

In March 2012 i took out a data contract, this line soft locked at 1Gb of usage every month, until March 2013, exactly a year after i took out the contract.

This resulted in the usual use the service until it blocks, which it never did, so i had an account which i had to pay for usage of - 2.5Gb's at out of bundle rates. While querying this issue, i had to pay some of my account. Eventually they got back to me, but only credited half of the data used, therefore leaving the other half to my account, so i paid as i needed my phone.

In December, again i had issues with this same contract (i have just renewed my cellphone contract). I called logged the service request and awaited a response, after discussing this with Vodacom, after being held ransom for half the amount the first time, i said i would not be paying anything until the issue was resolved.
Until, 26 days after the 24-48hr response time to service requests they hard locked my line, to now tell me until the outstanding amounts were paid i would not have use of my phone. So after calling on the 2/01/14, and being promised a prompt response, i have still not heard anything.

If only i had more characters left to carry on!!!
