No pro-rata option during semi month change ove

I was due for an upgrade on 29 January 2013. I decided to change my contract from Weekender plus to the smart phone standard package on 02 February 2013 (being today). I wanted this new contract to be applied as from today understanding that a pro-rata billing process is in place. Clearly this is not the case according to the consultant and after phoning Vodacom Customer Care on 111. I cannot understand why a pro-rata bill cannot be generated splitting the two contracts from the date of change. I have been told that my new contract is only active with effect of 1 March 2013. Both the consultants at the shop and at Customer Care told me that the pro-rata option is not available, clearly this infringes any consumers rights after the previous contract has lapsed. My main question is why is there no pro-rata changeover system in place to accommodate consumers?
