Why was my line on 1 MB instead of 2MB?

I managed to get through to a human today at 08:48am
He told me that from 1 November 2013, all 1MB lines were upgraded to 2MB. HOWEVER my line was still on 1MB from 1 NOV. Why was mine different?
Apparently some notice went out according to him, but I never received anything.
Not impressed that I had to struggle with these incredibly slow speeds.
Tried to update a site yesterday and was getting 500 bytes a second - ridiculously slow!
Having been a customer of yours for more than 2 years - thought you would have cared about me?
