Eing charged for a laptop that I haven't received

My name is Vhutshilo, during the month of September I was called by a sales lady from the upgrades department because my contract was due and she offered me specials that they had for that month and I agreed to upgrade for Ipad mini, so she promised that it was going to be delivered within three working days but that took two weeks without receiving anything then I started calling vodacom customer care and explained my story they trasfered me to the upgrades dep and I explained my story again then I asked them to cancel that contract since they have failed to send me the ipad but they started charging me for it as if I have received the ipad, for the whole month of october and november I have been calling them and explaining my story time and again but still I'm being charged for something that I don't have in hand I ended up closing the account but now they have sent me a bill of R5000 I'm very much stressed please help.
