No reply from 3 weeks on ARS238133

Hi This is my second complaint on Telkom. Where they promise to fix the issue and get back to me and after 3 weeks of telling me to send speedtest nothing happens. Hopefully we can get a final answer of why Telkom promotes packages to have new customers and cannot deliver what is promised. Promise free upgrade to 10Mbps and you still get 4Mbps. Ref from other report is ARS238133.
