Phone but vodacom cannot block it

My dad's phone got due to a break in. now Vodacom cannot block it until we give them the imei number.

how is it that they do not have appropriate records to assist us to block the phone as all his data is accessible.

maybe Vodacom customer service is not aligned to their marketing campaign.
