Unable to close landline account

In October this year I moved into a new house and on 5th October I have requested Telkom to discontinue the landline telephone service 011-4673800 and close my account. Request Ref 3446872 was logged with Telkom on 5rh October 2013. As of now, after numerous calls to Telkom Call Centre 10210 and many personal visits to Telkom shop in Fourways Crossing the account is still not closed and I have just received another Telkom invoice. How can a company be allowed to carry on such unscrupulous rip-off of people who once were their customer?? Is there a Consumer Protection Act?? Please help!
