CellSure/Vodacom Claim Failure

My blackberry z10 went missing/ i then made my way to vodashop malmesbury to get phone blacklisted I was greeted by one of there sales guys Eugene Moses which helped me with getting my phone blacklisted and helped me with submitting a claim after i was done i asked him about my Insurance policy he told me i got 9000 rand and would be able to get a phone at that value i inquired about the s4 and he said it was possible so i then told him to go ahead now today 12-12-13 i get told that i must take a phone at the value of 4000 cause the z10 price dropped but i still been paying insurance for a 9000 rand phone. I am really not impressed as i believe it should be in the same phone class s4 z10 iphone regardless of price drop i am paying for that value!!!
