Promoted phone not available

Hi,

The LG Optimus L9 is currently on promotion by Cell C for a new contract .. yet this phone is not on stock anywhere at any CellC store, by the 3rd Network franchises or through CellC direct. How can they promote a phone that is not on stock anywhere?
