Throttling of bandwidth

I am on 8ta's 10 gigs p/m contract.
I was very pleased with 8ta's network until a few days now I have noticed that my download speeds have dropped to an average of 7 kbps while my streaming/browsing speeds have remained normal.
If you are going to throttle my downloads then what am I actually paying you R200.00 per month for?
