INSISTS ON SUPPLYING A CELL PHONE NUMBER

Am trying to report a problem that for all numbers that I dial I am told that they do not exist - including the call centre for a major financial institution. The number that I dial from is a 012 number but can receive an SMS, Telkom's stupid system insists that I must supply a cellphone number for them to send the reference number too. It refuses to take the 012 number stating that it is not a cellphone number. Since when is it a legal requirement in this country that one must own a cellphone to be able to do business with TELKOM?
