Telkom not providing service in our area

Hi. I am an IT specialist in Rustenburg. I have 4 months ago logged a call to get an 4MB ADSL line installed at my residence. It was after weeks only told to me that the lines has been and Telkom would not replace the cables in my area. I have tried alternatives and everything is just to expensive elsewhere for the amount of internet that I need for work and support purposes.

My question is how can Telkom just decide not to replace a cables and not to provide the public a service?

I live in a proper area where loads of flates and schools even businesses run. Why not provide us with the service we need and just say sorry.
