No use paying for "premium uncapped"!!!

About 2 months ago I got the premium uncapped 2mg line from MWEB. the first month everything was working perfectly! Now I have to wait 63 min for a 20mg file to download. I cant watch youtube videos because it takes forever for a small 3min video just to start, never mind viewing it. I did the line speed test on MWEB's personal web page and the download speed is 230kb/sec!!! What is the point in paying the extra fee for the premium version over the standard uncapped when there really is no difference. And the most agrovating part of this complaint is that EVERYONE complains about this specific problem. What is going on?!
