False info on billing amount on sale of contract

I applied online via the cell c website for a cellphone contract, 24 month 50 topup contract, showing R149 p/m, in Apr'13. A consultant phoned and we went through all the details to confirm the sale. On the call I distictively asked if the R149 p/m was the set rate throughout the 24 mth term. The consultant confirmed. About 2 mths into the contract, the amount suddenly went up to R170. D/o failed due to the amount being higher. I made arrangements to start paying cash. This was accepted. But now not one mth the amount is the same. Ons querying this, the agents can't explain this. I need an explanation as this is not what was agreed apon. I also due to some application that I have to download, that isn't compatable with my cell, can never view my statements. Pls assist ASAP or get someone who can help. I have submitted numerous complaints, through call and complaints. I'm very unhappy with the service.
