Over Charged & suspended

I upgraded from chatcontrolled to topup the contract I aggreed on and signed was for R159 per month including BIS nothing more and nothing less. 23 August 2013 I paid R190.00, 25 September 2013 R 150.00.
Please tell me whay I am I suspended for R 35 and where that comes in cause I get different stories from consultants. If my line is not activated by the end of this day you can cancell my contract. I wil not pay another send for someone else's mistake
