Advatised 4Mb/s line, rarely getting over 3Mb/s

I have been a subscriber to Telkom Internet for a long time, and recently i have upgraded to a 4Mb/s line, the problem is that i rarely get speeds over 3Mb/s, i have called the Telkom call centre numerous times and every time they say that this is due to high traffic in the area (which is a problem they can fix) and they never apologised, or attempted to fix the problem.
