7 months of no refund and POOR service

March 28-new data sim purchased on contract. sim left out of purchase box! Went back - sim given -faulty- replaced- not working again- returned-replaced- three and a half months later sim finally on line and working. REFUND request for the 3 months of MTN incompetence. Refund assured with immediate effect!! After around 10 phone calls, three visits into the shop, promises and promises and promises of the refund ... 'tomorrow' / 'Monday' whenever etc... NO REFUND . Thought Tristan had really sorted this out in lieu of Steven perpetual absence and lack of interest but this was to no avail. He begged me not to place a complaint with MTN head office and let them sort it out. Tried calling Steven, the manager, honestly at least 10 times over the 6 months- I have managed to get hold of him ONCE and that was due to threat of legal action if he did not return my call and attend to my problem. Is Head office so incompetent or Century City Branch? Who will pass the buck now? It is now end September and NO REFUND still. This is entirely unacceptable and unscrupulous behaviour.
