Lackberry Service and No Signal

I took out a contract with Cell C, for a blackberry 9900 where the Blackberry Service (BIS) is included for free, but I am still being billed for the blackberry service which is for free. I then called into the customer care centre Explaining the Situation, the consultant says on their it shows that "I have activated the Blackberry Service on top of the 100% discount Blackberry service I am getting", (WHICH I NEVER DONE) that's why I am getting billed for it. I explain to the consultant I never done such a thing, why would I do that if I signed a contract saying the Blackberry Service is for Free it just don't make sense. The consultant fully agrees with me It don't make sense, but still says I must pay for the service. The fault is clearly on cell c side but the consultant is saying I done it I must pay. I refuse to pay for something when I signed a contract saying its for free. Also with Cell C I can hardly use the phone, Cause I never get SIGNAL or network service. During calls the line just cuts, I Receive my messages hours later after it has been sent. I asked friends that is using Cell C if they Experiencing the same problems they are not.
