Technician and Manager pass the buck

We are renovating and need the telkom fixed line relocated. I logged a called. The technician [Orace Theron] came around and logged into telkom systems that building work is going on hence he can not reconnect. This is not true. I phone telkom and they gave me the manager's number [ Michael Harker]. I called him and he told me that I must further expose the line before the technician can reconnect. I did that and asked for the technician to come over and reconnect but he failed to do so. I am paying monthly service fees but can not use the line due to incompetent staff. Please help.
