Still no response from cell regarding service

I have a 2gb Internet contract for my ipad and have no service anywhere in Cape Town?? I've been told by cell c Somerset mall that I must be patient and its under investigation!? I'm paying for a service that I'm not getting. I have had no service for almost two months now! What's going on? Please help!
