Blackberry fair usage policy

CellC decided to limit all Blackberry users to 2GB data per month and there after charge each MB @ 15c. But they still continue to charge me R59 per month. Is that not? I signed a 24 month contract? How can they just change it?
MTN / Vodacom have not made any changes.
I WILL be cancelling my contract as soon as it expires.
