Very poor Vodacom reception

Very poor Vodacom reception at our house in Secunda for years.
Reported to Vodacom without results. Just promises to send out an engineer and to build a tower.
Even with a brand new Samsung S4 the reception is very poor.
We are in the middle of Secunda. Thomas Baines street 10.
