Approverd Today Declined Tomorrow!!!

Received a call from Simon on 16 Aug 2013 informing me that I qualify for a samsung tablet. Delivery will take place within 3 - 7 working days. Phoned on Monday 19 Aug 2013. Simon busy on phone. Person answering took details and informed me that Simon only needs to put in the delivery address and then it will be on it's way to me. Today I phoned again. Simon still on the phone... Lawrence took my details and said he would look into it. He phoned me back and told me Simon was supposed to phone me and inform me that it was declined. The system first approved and then miraculously declined... what is going on??? According to National Consumer Act this would be unfair trading...
