Paying for 3G and getting slow EDGE

I have had unresolved issues with reception of cel phones (signal quality) in my house for a few years. The latest which is also ongoing is that we pay for 3G and fast data but when I need my signal (due to continuous issues with TELKOM reliability on my real ADSL... another story) my 3G so called is like a dial up and I only have EDGE - every year we are told Vodacom will consider a new mast/station and upgrade "SUBECT TO BUDGET" but after 4 years of that I guess I need to just after 19 years since JUNE 1994 on the Vodacom Network move to another network with better service in our neighbourhood.
