ADSL down and speed unusable between 6pm and 23h00

I have had a few months of repeated issues with either no network, slow network, no date etc and it seems the more Telkom upgrades the nice shiny new boxes in our street the less of a solution we as PAYING users have. Our ADSL went down yesterday and it seems from MWEB pages the whole LANZERAC area and 886 and 887 extensions of 021.
However the ad hoc availibility of the service has been ongoing for months now (Ie MORE DOWN AND SLOW THAN UP AND AGREED SPEED) and we as customers JUST NEEED TO PAY EVERY MONTH regardless. If I had a good cel network signal in my neighbourhood my alternative would have been in place but VODACOM serves us EDGE date so no solution there...
I pay for 4mbps line to 10mbps -- best I EVER get is 3 download but at night the latency chokes and we ping at 100's and download at 0, 2 mbps instead of usable 3 mbps. Dont tell me it is congested - I can see that - I need them to open data to the neighbourhood and deliver what we pay fo
