4mbps ADSL slower than dial-up

I am paying Telkom for a 4mbps ADSL line but my maximum download speed is 0.25mbps (6% of capacity). During peak times it is so slow web pages won't even open. Technicians have been out numerous times and there is apparently nothing wrong with my line between the house and the exchange (which is only 2km away at Olivedale).

There's always different answers as to what the problem could be. Apparently the exchange is overloaded and I get told that a new exchange is installed and I'll be switched over. Other times the new exchange is not complete yet but nobody can tell me when it will be complete? Either way my internet speed has not improved.

Tonight I wasn't able to download a 1.4mb file I needed in order to do some work because it kept failing. And this is supposed to be the "fastest" internet in the country?
