No Data Service but still billing

I received an sms from FNB advertising low rates for data through Cell C and I took up the offer in June. The sim card was delivered and I placed it into my vodacom modem thinking it would work. I was told that only a cell c device would work on their network and so I bought a Cell c modem. Well, everytime I tried to connect I found that there was no connection and when I called their technical department, I was told that I needed to upgrade the software on the modem. I did this and by now it was July and I had lost the initial 800mb that was given to me. During the month of July I must have called their call centre about 17 times if not more and was continuously told that they were upgrading the network and unfortunatley they could not help me. I was told tha t they have too many users on the network and I would just have to wait. In the interim I am having to pay for a service that they cannot provide and I know that should I cancel I will be charged a cancellation fee. I would like to cancel this useless service and I would rather go back to vodacom or MTN, they may be more expensive but at least you get what you pay for!!!
