No Response on follow ups - Goods not delivered

I upgrade my contract on 16 July to a cell phone that included a LCD TV. To date no has called or delivered it . everytime i call the give me the cell number 0838696619 which never gets answered. When i went to the branch they told me they are off line and cannot help me.
