Can't set up a mailbox

I transported my number from Cell C to Vodacom at the beginning of the month. When I dial 121 to setup a mailbox the message says "Please dial 121 to setup a mail box, Goodbye". After hearing the same message 5 times I called 111 and spoke to a consultant. She "Reset" the mail box for me and said I can now dial 121 to setup the mailbox. When I dialed 121 a message says "Please dial 121 to setup a mail box, Goodbye". I called 111 again I told the consultant that this is the second time I'm calling. She said "Please wait 3 hours and try then". I waited 14 hours (the next morning) and dialed 121. I got a message saying "Please dial 121 to setup a mail box, Goodbye". I called 111 and spoke to a consultant. He said he would setup the mailbox for me on his side. Once we were done with the call I dialed 121 to check if it had worked. I got a message saying "Please dial 121 to setup a mail box, Goodbye".. I transferred from Cell C because of their pathetic service and this is what I get. Seriously thinking of going back, because, they may had service but their prices are much cheaper.
