Unable to connect to mailserve

I have been trying to setup the New mailbox on my phone for about 2 weeks now. Every time I try I get the error "unable to connect to mail server, please try gain later". I have called Cell C and they said there is a problem in the North of Gauteng, and they are busy with it. it has been over two weeks now and I still canot setup me mailbox.
I tried in Centurion, and in Pretoria east with same results, and I was told both fall under the North of Gauteng. This is really bad, over two weeks and the staff is still not working
