Out of stock item

Two modems were ordered on contract but the one could only be given due to MTN being out of stock.the branch manager has tried to email all the branches to request another modem but to no avail. He did also contact his manager to request a similar modem but his manager refused to give the modem. I cannot understand MTn's policy because they advertise contracts but when you order it we waited for almost two weeks now and still no modems. How can MTN advertise contract packages and be out of stock. I am still waiting for my items and the call centre has also not contacted me with my complaint. This is utterly bad service.
