Telkom Dial-up was faste

From the beginning of this year cell c internet is slower than Telkom's dial-up was. I get a download speed of 3kb/s. Can anyone please tell me why we are being throttled to such a nerve wrecking speed, it takes me 30 minutes to check and reply to a few emails. I worked in New Zealand and the customers complained about speeds less than 30Gb/s. On a trunk rural line that works via repeaters and there are no mobile signal they complain about speeds less than 1Gb/s and in some worst off places they only get 300kb/s.
I am basically in a metro area and get speeds. Can someone please resolve this or is this what I can expect from 3rd world?
