8ta declined request to port to Cell-C

On 16/07/2011 I signed a 2-year cell phone contract with 8ta. I was recently advised by 8ta that I can cancel the contract anytime during the last month of the contract period.
On 11/07/2013 I went into the 8ta store at Pavillion, Westville, and requested the contract to be cancelled and converted to prepaid. The request was entered into their computer while I waited.
On 19/07/2013 I purchased a Cell-C prepaid kit and followed the given procedure to port from 8ta to Cell-C.
On 22/07/2013 I was advised by Cell-C that 8ta had DECLINED the port.
On 22/07/2013 I contacted 8ta via their online chat support line to find out why 8ta had declined the port and to request them to rectify the situation. The consultant advised that she could not do anything to assist (not even find out why the port had been declined) and that I need to go into an 8ta store to resolve the matter.
QUESTION 1: Why did 8ta decline the port to Cell-C when my contract period is up and I have already requested (at an 8ta store) that the contract be cancelled?
QUESTION 2: Why do I have to waste another 2 hours of my day by going back to an 8ta store to sort this out? What can the store do that a consultant can't?
