Toll-Free calls should be Toll-Free

I would like to know why it is that when making a Toll-Free to a standard 0800 number which is toll-free on telkom but not with any other network... I get charged!!!
This is highly unacceptable in this day and age, when you charge R7, 50/50 mb and 99c / minute...
This practice should come to an end, as Toll-Free numbers are often linked to emergency services, and they need to be Free!
