VODACOM SIM SWAPPED

I had a number for more than 10 years. Now all of a sudden my number belongs to someone else. I went to Vodacom to rectify this problem. I went with a police affidavit and the original SIM certificate. They said that my number has been given to someone else and can't help me. How does this work???
