Charging for free services

Dialed *120*321# and *120*2272# and was told that I had insufficient funds. Really? For FREE service? WAKE UP CELL C!!! You offer free data, sms, and minuntes but you can't provide a FREE service for FREE? I now have to atleast have 20c before I use these services? That is ridiculus! This service NEEDS to be free... mainly because I buy airtime this way. SO now If i don't have airtime, I am so inconvienced, I would have to go to the shop or log on to make internet banking.
