Why so Slow

I have been averaging my DL speeds at about 3MBps on mt 8ta sim. I would like to know when it is goinig to be fixed so that it matches the speeds with the other carriers. the problem is not with my dongle or modem as i have tried several and all give the same results.

If I cant average at least 7MBps DL I will move to another carrier where the DL speeds are up to standard and running well above 7MBps.
